Why? Because that's exactly what that document says. Google said they'll
bid at least $4.6M if they get their way. They're showing the FCC that they
will get money if they go with Google's plan.

Yeah right. Google is gonna come up with 4.6 BILLION and THEN tell the
FCC that they should have to force them to have a wholesale program? If
they were THAT committed why not just buy the spectrum and offer the
