You found the RB411R unit which do have a onboard radio. The regular RB411 does not have a built on radio. The RB411R needs to be certified under part 15 as a transceiver and has been certified. The normal RB411 does not have a transceiver on them and been self tested as a Class B device and there for does not show up in the FCC id database because no filing of application is needed for a Class A or Class B device.
