Dennis, Can the MikroTik router be used for just this purpose? I already have routers in place so I do not need the router function on these.

The problem I see is that general web traffic = Netflix traffic (on a network level, it's all 80/tcp and HTTP). You can very easily create burst queues for 80/tcp. If you can some how mangle the traffic to/from Netflix you can easily create a queue for that too.
