One of the strategies we have used with clients in the past is order bonded T1s. Most likely the local plant will run out of copper. Amazing how quickly they come up with fiber or something for you. Seen this happen several times.

I am served by AT&T fiber from a manhole 2 feet from by building. The fiber has been here over 20 years, plus they just made a new pull this spring. I entered my address, got back: This address is not within 500 feet of a fiber path owned by one of the AT&T incumbent local exchange companies. Then I put in the address of the AT&T central office, got the same results.
