The ringing current from the Telco to the base unit is 120 cycles per second AC. It would be more like AC hum on a sound system.
I would bet the 2.4 phone system is using most if not all the band at pretty low power. Probably it is the wake up and setup for a call that is knocking out the ISP not the ringing its self.
