Example .cap file that was created via Netsh cmd then saved via MessageAnalyzer
Thanks Jim for looking into this issue. here is an attached sample .cap file.
However you can create .cab by following the steps:
1) run netsh to capture
2) Open resulting .etl file in MS MessageAnalzyer
3) save it as (Export) .cap file
4) Open in Wireshark and try save as a tcpdump format file .pcap
