The records in that file are "Network Event" records; versions of Wireshark
prior to 2.6 didn't handle those records, so if you try to read that file with
pre-2.6 Wireshark, you get *no* records. The version I built from the top of
the 2.4 branch also doesn't support saving it as a pcap file, just as a pcapng
file.
Do you have an example of a file that Wireshark 2.4.x can read and show packets
for, and save as a *non-empty* pcap file, but that 2.6.x can't save as a pcap
file?
