Are you shutting down your Tango server before you edit the preference file?
As a precaution, do these steps in the following order:

Shut down your Tango server
Shut down your Web server
Open your Tango preferences file
Enter the licence number
Save the preferences file
Restart your Web and Tango servers

Hope this helps,

Steve Smith
