Not right now. Derek's work on "binary .wixlibs" for WiX 3.0 will let us
embed en-us strings as the default and still allow a -loc switch to override
for other locales. But that's definitely 3.0-only.

Probably. But then I'm not an L10N expert. I suspect it's worthwhile to
refactor some of the strings, to reduce duplication, as long as it's still
