Is it possible that you are linking against the SP1 runtime and you have a vcredist.exe installing SP1 bits, while your MSM is RTM? I had that experience with RTM/SP1 from VC8 and the symptoms where the same (in my case, installing 2003 SP1 didn't update the MSMs).
