Ah, right... I don't use it that much, that's why I was confused.
It may be even more confusing if one doesn't know, maybe "Selected
Windows Frame Border Color" to hint that there may be multiple ones.
Also the more I look 'Frame' and 'Border' seem redundant to me.

Maybe adding separate color for focused windows would solve it better?
While allowing for better theming (as focused windows titlebars tend to
have other colors than unfocused ones.)
Then it could be:

Focused Windows Border Color
Unfocused Windows Border Color
Selected Windows Border Color (Would it be possible to make it show on
both focused/unfocused then?)
