We have six +1 votes to accept Graham as a committer, including two from WS PMC members (Jeremy and Chinthaka).  I assume that's enough, so welcome aboard Graham.

I'm not sure what happens next.  Graham has previously submitted an ICLA and I've pointed him at the Developer info on the ASF website, but he will need access to people.apache and SVN and an email id, etc. Can someone please advise?
