Really there aren't any issues with Javascript and there are more than a few ways you could present the data utilizing different javascript techniques. Flash is a pretty simplistic and very versatile solution also. I think it depends on 1) whether it's important that the news scroller be "accessible" by search engines (in which case it'd be very important to NOT use flash) and/or 2) whether you mind the possibility of your users needing to download the flash plugin for their browser.
