That is a specific type of monopoly (a government-granted monopoly). Other types of monopoly exist.

It's not difficult to go to http://www.opera.com/download/ and get the opera browser. If consumers choose not to do this I don't see a role for government.

In an environment where consumers have perfect information, then this is fine. The merits of the respective browsers would mean that consumers would choose whatever best suits them.

The market does not have perfect information though, very large numbers of consumers are either unaware of alternatives to Internet Explorer exist, or that there are benefits to switching.
