Hi All,

This is largely complete for WSJT-X. I have used best practice names for 
the various files as follows:

README - a general introduction to what the package does including a 
copyright statement
AUTHORS - list of authors
THANKS - accreditation for other work included or used
INSTALL - how to install or build
NEWS - user oriented change log
BUGS - known defect list
COPYING - the GPL v3 license text

Remaining issues:

1) The NEWS file is out of date, I don't know where Joe keeps the latest 
but will need update before v1.4,
2) The BUGS file is basically empty.

I would appreciate any reviews of the README, AUTHORS, THANKS and, 
INSTALL files.
