There are many uses for such a file other than just WSJT and its related
programs.  I use call3.txt with my Aircraft Scatter software, for example.

If on the website just noted you click on VHF-DATABASE and then "Edit my
Data" you can enter or change your data in the call3.txt file that
others will download.  I believe that is what you want to do.  You need
to log in to do that.  Call3.txt is updated daily, so if you add your
data it will be quickly available to others.

To download the call3.txt file click on VHF-DATABASE and then on
"Download" and then select call3.txt from the list of files presented. 
If you look at the file, you will see that it is useful for far more
than EME.  I use the entire file with my Aircraft Scatter software, and
I use a smaller version with WSJT and related programs.  A utility keeps
all of my WSJT-related call3.txt files in various directories in sync
with each other when changes are made, but this utility does not touch
nor examine the Aircraft-Scatter-related call3.txt.
