I think we may call it a bug.

In r8665 I've made Ctrl+F11 and Ctrl+F12 change the Tx freq only when equal to Rx Freq, and the list of Keyboard Shortcuts has been changed accordingly. These keyboard commands override the setting of "Hold TX freq", which seems OK to me.

Expected:
    -TX not moving at all as  Hold TX freq = checked
   -TX moving +-1Hz from current value as in description of Help/Keyboard shortcuts

Not expected to jump to RX frequency.

(same happens in official released 1.9.0rc4 rpm for Fedora28, so don't say r8662 should not be used ... etc)
