Hi Tom,
that error is telling you WSJT-X can't access the CAT serial port,
either you have wrong COM port number or something else has the port
open. Nothing to do with the WSJT-X version.

WSJT-X Ver 2.2.1 claimed to have fixed the config problem for the
FT-991A. Downloaded it and still have the same problem. Now I can't
find the old version that worked.
