I'm able to reproduce this behavior. Minimum window size is not restored.
More than default window size is restore.

No help. It is what it is and has always been so.
Image: started with test setup, minimized horizontally, closed, started
again.
F34/LXDE: laptop 1280x800(default) + external monitor 1440x900 (right),
wsjtx at right (monitor)
