Your presumption isn't right. Of course your machine can ask any DNS-Server
to resolve a name.
I don't know enough about DNS to recommend to use your ISP's DNS-Servers
or to use anyone others.
Perhaps it's a question of fairness to use your ISP's DNS-Servers in order
to avoid too much network traffic?
It would be quite nice if a "network guru" could tell us something about it.
