Not necessarily. Some DNS servers only reply for domains they are authoritative
for - and will not recurse.

However, your ISPs nameservers will recurse.

Your ISP may block access for anyone except their dialups from using
their DNS - but that also is unusual.

DNS lookups are done *all the time*. It is best to use the closest one,
purely for speed.
