There would be an error if the external user style sheet did not
exist. To make sure that it did exist then WWWOFFLE would have to
install it. But then we are back to the same problem.
When you upgrade to a new version of the program it might be that all
of the style names have changed. This would mean that your existing
style sheet would be worthless anyway. The only way that WWWOFFLE can
be sure of consistency is to install everything that it needs.

It is not C that you need to understand it is HTML. Since most
browsers now have popup blockers this would not work. Most browsers
also have multiple tabs you could open the link in a new tab and then
just delete it later.
