Absent a reply from someone with better knowledge, it is essentially because Quartz-WM is basicly "let the standard Mac desktop manage the windows". Aside from some basic options to control behaviour/interpretation of X11 idioms in an OSX desktop environment, that's all it does.
Supplying menus etc would require an open ended amount of code including syntax and of course, options (what to let the user do).
I think, if you're using quartz-wm (as I do), then you should really do this kind of thing the OSX way (whatever that is:-).
