Just a followup... For now, I've been using javAPRSrvr and it's working well for what I wanted it to. I have the TNC connected to the Beaglebone via USB, and running it thru ax25. javAPRSrvr gates local traffic from RF to APRS-IS network. My Xastir box connects to it's full feed on port 10152, and any of it's traffic gates both to APRS-IS and optionally RF which is what I wanted.
