Whilst DNS host name matching is case insensitive STD-13 does say:

The key part there is:

# When you receive a domain name or label, you should preserve its case.

My guess that it isn't BIND/named that is changing case, my guess is
that it's getting converted by xCAT on its way to that which is
against the spirit of the STD.
