Summary: Turning on debugging requires recompile

Initial Comment:
The only way to turn debugging output on or off is to 
recompile xdoclet with different log4j.properties.  This is 
obviously a difficult proposition for the occasional times 
that the debugging output is required.  

There is talk about the problem being solvable with 
specification of a different log4j.properties on the ant 
command line, but it is completely undocumented and 
doesn't seem to work.

This doesn't seem to work.  I just checked out of CVS and 
tried it with a log4j.properties I know spews lots of output.

Drop your log4j.properties in the build directory and
xdoclet will see it.  For example when running build.xml
from samples, put log4j.properties along with build.xml
