A slightly better way is to just use xm to re-add the disk:

xm block-attach w2k file:/export/w2k.iso hdb:cdrom r

(I think that should work.)

It seems we don't have a bug filed for this problem, so I filed:

6648448 virt-install needs to leave DVD present for Windows
