What happened to XCatalog/XMLCatalog?

I noticed that XCatalog got removed from Xerces java version two. I'm curious why? I wanted to use it so I thought I'd pull it from the old verion, but its pretty tied into the package, using xerces URI and SAXParser classes. Any tips?
