In fact, when I first expressed interest in joining Xfce translation efforts, I pointed out the same exact document. Mr. Vois did not seem to be very excited on this, and I decided to not discuss this further. But I'm on same page as you.
P.S! I haven't had any response on gaining commit access, so I'm not any better off there.
