I'd suspect this is more of a bug in the panel itself rather than in the
individual plugins. The difference might be caused by some plugins being
internal/built-in and other being third parties. At least on the small
sample of 4 plugins that you mention, that would seem to fit.
But I am just speculating. Nick, I guess you'd know better. Any informed
guess, or actual answer?
