I think it's a sort of default error message. Usually from
smtp.ipmap.tab, since the other IP-based blocks (CustMapsList and
spammers.tab) have their own messages.

SmtpMsgIPBanMaps set to an empty string? or a server.tab syntax
error? Real [TAB]s etc.?
