Here is the response I received from Sourceforge: I've contacted the admin of this project. The MAME License is a OSI-like license so we don't see this as a TOS issue. However the GPL license needs to be clarified. It appears that his code is under the GPL...but he has copied the MAME tree (not under GPL) which he needs to properly mark as non-GPL or remove it from his project.
