I'm sorry but I have no clue about what happens. I cannot reproduce
these problems.

In an attempt to reproduce these problems:

* I've installed a fresh copy of Professional Edition.

* Then I've installed just two add-ons: "XSL-FO processor plug-in" and
"Apache Batik image toolkit plug-in".

* Then I've opened XXE_install_dir/demo/dita-sample.ditamap and
dita-sample/readme.dita,in XXE. The SVG graphics tux.svg contained in
readme.dita looks great.

* Finally I've converted XXE_install_dir/demo/dita-sample.ditamap to
.odt (Ooo.org native format). Works great too.

Note that here at XMLmind, we daily create, edit and convert DocBook and
DITA documents containing SVG graphics to a variety of formats without
any problem.

I'm not sure to understand how you have created your document. Is this
document valid? If it's not, XXE displays a red X icon at the
bottom/left of the main window and does not work normally (Unlike
emacs+nxml-mode, XXE is painful to use when working on a structurally
invalid document).

If we cannot make the Batik image toolkit plug-in for you, I don't see
how a declarative plug-in leveraging the Ghostscript command-line could
work in your environment.
