I agree fully with you: Xubuntu 12.04 should stay on 3.2.0 kernel. But why should Xubuntu 12.04.4 stay on it? If everybody can still use the 12.04 distro if having driver trouble?

Because it's currently the only kernel (plus the X.org version that goes with it) that still supports the restricted nvidia-96 driver for old Nvidia video cards. Same goes for third-party SiS 671 drivers.

    When booting the Xubuntu 12.04.4 LTS Desktop CD this is what I get:

    cat /etc/issue
    Ubuntu 12.04.4 LTS \n \l

    and

    uname -ar
    Linux xubuntu 3.2.0-58-generic #88-Ubuntu SMP Tue Dec 3 17:37:58 UTC
    2013 x86_64 x86_64 x86_64 GNU/Linux

    which is the kernel of Xubuntu 12.04.
