Stuart's implemented a temporary workaround of raising the number
of devices that cat fit in the libpciaccess buffer from 256 to 1024
while he works with the kernel PCI experts to figure out how to fix
the underlying problem. (Thanks for the detailed analysis in that
bug btw! It's helping them a lot.)
