I don't really understand the problem. Can't you just set p->velocity = 0 somwhere in the code, like Lionel suggests (perhaps not in leapfrogIntegrator however, as this feature is really specific to your application)? What/why do you want to do exactly? It may be even easier using python scripting, but I can't help much on this topic currently.
