Ah.. got your point. But, if you notice, the addToRetryList is called from
within handleSchedulingResponse.. which is actually called asynchronously
(calls to the scheduler are asynchronous and sent as a task to the
schedulingThreadPool line 216 - 228 in the v010 patch). This means we can't be
sure at that time the retryList is clear - so we have to both the checks.
