Thanks [~wangda] for the details, I understand the decisions made in the patch 
creation. Since queue parsing phase is no longer guaranteed to be complete, I 
think the absCapacity > absMaxCapacity check should be deferred to a later 
point, where we are sure, that every value had already been calculated. This is 
necessary, because the tests are failing due to this check giving the wrong 
assumption (absCapacities are partially calculated at that point).
