An organisation that practices democratic centralism can have only one SG. Lower structures and quasi- autonomous appendages/leagues will only have secretaries. That is why we speak of branch or provincial secretary not SG. However, in the case of the YCLSA we also do not have an SG but rather a National Secretary.
