Dear Cde Vanguard, The loan to Swaziland is to be paid back with money income that normally goes to Swaziland anyway, and which has for a long time past been paid into the SA Reserve Bank on a regular basis.
The loan is an advance. The same loan could not be made to anyone else, including South Africans, because it is secured on Swaziland's own future receipts. Unless you want to agree that I can have a loan that will be paid back out of your future salary?
