STATEMENT OF YCLSA EPHRAIM MOGALE DITRICT ON THE DECISION OF THE MPUMALANGA 
PROVINCIAL GOVERNMENT TO PLACE EMALAHLENI LOCAL MUNICIPALITY UNDER 
ADMINISTRATION

The Young Communist League of South Africa [Ufasimba] in Ephraim Mogale 
District welcomes the decision of Mpumalanga Provincial Government to place the 
dilapidated Emalahleni local municipality popularly known as the city of 
potholes under administration. The decision has been taken following the 
provincial Cabinet meeting on Wednesday motivated by the total collapse of 
service delivery in Emalahleni local municipality.

This decision has been long overdue, the YCLSA in the district made a clarion 
call to the department of co-operative governmence and traditional affairs last 
year after its District Executive Committee meeting held on the 28th October 
2012 to place the municipality under administration; this was based on the 
municipality’s inability to provide services to the community of Emalahleni, 
and uppermost the outcomes of Auditor-General Terrence Nombembe’s report.
 
We, as the Young communist League in the district feel vindicated on our call 
to lobby our provincial government to impose Section 139 (1)(b) as encapsulated 
in the Constitution of the Republic of South Africa to Emalahleni local 
municipality after they have subjected the community of Emalahleni to Hell in 
their lifetime through horrible disservice, and this was exacerbated after 
claims that the political authorities in the district/region imposed a 
Municipal Manager to the institution, the MM who possess a dubious managerial 
track record, hence SAMWU embarked into a strike against him.

YCL doesn’t cast doubt of aspersions on the decision taken by the provincial 
government, we also want to urge government to take harsher actions against 
those found with their hands in the people’s purse and those who stood in the 
way of service delivery an act we believe is counterrevolutionary. It will be 
myopic for those who hold political power in the region to think that the 
decision is politically motivated. Service delivery is a central pillar of 
democracy.
