STATEMENT ON THE OUTCOMES OF THE PROVINCIAL EXECUTIVE COMMITTEE MEETING HELD ON 
THE 14TH APRIL 2013 AT BF BOSHIELO HOUSE, EMALAHLENI.


THE MEETING TOOK PLACE UNDER THE THEME ‘DON’T JUST LIKE CHRIS HANI, BE LIKE HIM”

The Provincial Executive Committee met in its ordinary 5th plenary session to 
access the current developments provincial, national and international not 
forgetting the 8th provincial congress of the Party. The meeting received the 
political report from the Provincial Secretary Cde. Jabu Mthimunye, the report 
and its engagements made a significant assessment and reflections on the 
current political discourse and they were consistent with the above outlined 
theme.

The PEC’s part of outlining its revolutionary identity reviewed its programme 
of action (POA), deployments to district and campaigns to make sure they endure 
relevancy and do make a momentous effect on its constituency and society at 
large in the province and amongst other things the following underlying factors 
characterized the meeting:

SACP 8th Provincial Congress

The meeting congratulated the Party in having its successful congress that was 
characterized by unity and robust debates. Further congratulated leaders of 
YCLSA in being elected into the PEC and that shows we remain rooted within the 
task of being a preparatory school for the Party and that has been proven by 
the election of our former leaders, the former provincial secretary as the 2nd 
Deputy Provincial Secretary, Cde Mandla Tibane, Cde Mandla Mapiyeye and Cde 
Deli Nkambule our Provincial Treasurer. We hope there shall be political will 
to implement all the resolutions taken in that congress to ensure hegemony of 
the left in the province and globally. The meeting pledged to work closely with 
the newly elected PEC of the Party in our quest for socialism and a just 
Mpumalanga Province. 

YCLSA in Mpumalanga submit the name of former provincial secretary of SACP, Cde 
Juda Tsotetsi for the renaming of SACP Mpumalanga province in his honor and 
will continue to lobby for renaming of Mpumalanga Province as the congress 
resolved.


Corruption and Political killings

YCLSA in Mpumalanga is taken aback with the withdrawal of political killings in 
the province, specifically of Cde Jimmy Mohlala and Cde Bomber Ntshangase and 
make a clarion call for the cases to be rolled back to court in bringing 
dignity of their commemoration. We cannot continue to celebrate their lives 
while the murderers are walking freely and not being prosecuted. In line with 
the resolution of Party congress that the month of May shall be declared as 
anti-Corruption month, we will mobilise the society and mass democratic 
movement structures in these campaigns to isolate those who cause retrogression 
on the gains the ANC-led government has achieved. We believe many 
municipalities in disarray are caused by the level of corruption that is 
happening and hope the department of COGTA shall liberate us in this regard.

State of our Districts

The meeting scrutinized the work done by Districts and acknowledging that there 
are only two districts in good standing, being Ephraim Mogale and Gert Sibande 
who won the Juda Tsotetsi award at the 8th Provincial congress and we are 
inspired by the work they do. PEC acknowledged the work done so far by Harold 
Molobela DILC that is led by PEC members due to the extreme challenges that 
emanated in that district and further disbanded Phillip Radebe DEC, as they 
failed to execute the mandate the PEC in its previous meeting gave them to 
convene a DEC meeting that will draft a program towards a congress. The PEC 
mandated PWC to appoint DILC in Phillip Radebe and give a timeframe for the 
District congress in both districts. 

Political Developments

The PEC welcomed the appointment of the ANCYL NTT and NYDA board nationally and 
congratulated our National Chairperson being given the task to chair the board 
in the quest for youth development and pledged to work with all PYA structures 
in the province to strengthen the youth voice towards 2014 general elections 
that the liberal offensive has targeted and want to use the political 
vulnerability of the born frees to advance their narrow imperialist interest. 
PYA must unite at all levels in defence of the National Democratic Revolution 
from within and without.  


We are appalled by the continued public spats amongst revolutionary in the 
hands of a media and social networks whereas the alliance agreed not play in 
the gallery of media. The meeting believes the working class must unite in 
defence of the ANC, so that policies that emerge favour them. It is only the 
Freedom Charter Moment that can save us and take us to right direction to 
Socialism.  We should be like Cde Chris in levitating sharply what we believe 
is not in the favour of the working class and seeks to propel our movement to 
take a neo-liberal direction. There must be a political will to implement what 
is envisaged in the charter.

Organisational Renewal, Unity and Cohesion

The meeting acknowledged challenges that are facing the structure thus fail to 
represent the masses of our people and difficulty in the structure meeting 
regularly. We believe with a weak YCLSA, the Party is subjected to be 
vulnerable and the meeting pledged to strengthen PEC’s relationship with the 
SACP in the province and its districts. The PEC in its deliberation charged its 
Provincial Secretary and formulated a Disciplinary Committee to deal with the 
matter. The code of conduct advice that upon the alleged receiving a written 
notice he/she shall be suspended during the course of the hearing. It is that 
manner that the Deputy Provincial Secretary will be acting for the duration of 
the hearing.  We appeal to all our structures to respect this process as it 
unfolds. 

Education

The meeting acknowledged the work done in relation to the establishment of 
University in the province and believe these two new universities should be a 
reflection of what we envisage in terms of transformation. The PEC would lobby 
for the university in the province to be named after Samora Machel, 
understanding that the likely countries to be targeted are the neighbouring 
ones being Swaziland and Mozambique. Noting the revolutionary task he played in 
the revolution and his socialist ideas should continue to live and this is what 
we can honor him with. We lobby all Mass Democratic Movement in the province to 
assess our call and resolve as such in their respective structures.
