Are you sure the SNMP service is installed and running on the machine that you 
are trying to monitor?  SNMP Informant basically extends the functionality of 
the Windows SNMP service.  It is not a replacement for it.

In addition, are you sure that you have configured and SNMP community string on 
the machine that you are trying to monitor, and that you are trying to query 
the proper community string?

Are you allowing SNMP connections from your Zenoss machine to the machine that 
you are trying to monitor?

FYI:  I've seen it take up to 5 or 10 minutes to populate the Perf tab.
