Well, you might want to consider one of the Zenoss Enterprise versions, 
perhaps for ISPs? That's targeted for the Zenoss user org to have 
multiple customer orgs I believe.

In Zenoss Core, I'm not sure that there's an out of the box way to set a 
different from address. There may have been a forum thread on e-mailing 
reports, but I believe that required some custom coding.

For your Monitors question, the way I think you want to do it is with a 
SNMP template + threshold of 1M, and then have an alerting rule that 
specifies count > 3 to get the fail x times. The time in between checks 
is unfortunately a system wide setting of SNMP cycle time and I believe 
is 60 seconds by default. You can change this via the monitor / 
collector settings on the left menu.
