You can configure SNMP collection intervals at the collector level,  
you may need to create multiple collectors if you're having different  
settings.  Counts can be done at the threshold level (Escalate Counts)  
and are available in Event transforms.  Paging is configured at the  
Settings screen and can be configured along with alerts.

There's a ticket for changing the "From" address per group, I know you  
can set it globally (http://dev.zenoss.org/trac/ticket/4329).  You can  
definitely configure the subject and body though.

The command "reportmail" can be used with cron to schedule emails of
