The closest equivalent to ufsdump and ufsrestore is "star".

Star includes the ability do do true incremental dumps/restores using the same
basic method as ufsdump/ufsrstore do. Star just uses a portable 
tar/POSIX.1-2001 
based archive to store the results. See "man star" and seach for the sections:

INCREMENTAL BACKUPS
BACKUP SCHEDULES
INCREMENTAL RESTORES
SYNCHRONIZING FILESYSTEMS
