[CANCEL][VOTE] Release Apache DevLake (Incubating) v0.11.0-rc1

In the previous vote[1] thread, we received many valuable suggestions, 
especially regarding the licensing of binary files.We will address all 
feedback, fix the problems, and prepare a new WIP release.

Sorry my mistake I confused this with another project as an issue linked to it. 
But there may still be an issue here I think, see [1][2]. It may have been 
corrected [3], it’s probably best compare the LICENSE test with the ASF one to 
be sure?

Nothing needs to be added to LICENSE or NOTICE files.

You could put it in NOTICE but it may be needed to be put in README or in the 
some location/web page that it is used in. Hopefully their documentation on how 
to use their logos will tell you what is needed in each case.

If you look at [1] you notice it states "Modified Apache 2.0 License” so this 
is actually not an Apache license and it should not be called that.

You may need to double check that, this has come up before and they where using 
a modified version of the Apache license.[1]

Depends on what you mean by “yourself”, if it was created by committers to the 
project and not derived from other icons/logos I assume that would be Apache 
licensed.

I would just follow their guidelines for use of the logos. In some cases 3rd 
parties only allow their logos to be used in certain ways. You most likely

files in the release and their license is not included in the LICENSE file. 
I’ve not checked them all but some seem to come from [1], not that attribution 
is required and that the license may not be compatible with the Apache license.

I checked:
- incubating in name
- LICENSE is missing information and it’s unknown if include 3rd party respires 
are compatible with the Apache license.
- NOTICE is fine
- signatures and hashes are correct
- all ASF files have ASF headers
- no unexpected binary files
- I didn’t compile the source

We don't need add DISCLAIMER information into the Dockerfile in the
root directory.
The copyright year in NOTICE file need to change to "Copyright 2022
The Apache Software Foundation"
We need add the ASF License header on the k8s-deploy.yaml file
