There seem to be 2 related problems: 1) Only the image on docker.io doesn't work. If you use registry.fedoraproject.org/fedora:rawhide, it works as expected. 2) Fedora infra is unreliable. When the image from registry.fedoraproject.org cannot be downloaded, there's a fallback to docker.io
