As ever with any sun genre, its hard to describe tech house,
more moody/textural than house but less intense than techno
...blah..blah

I would suggest a listen to
Circulation - Colours - from 98
16B - Sounds from Another Room - from about 97 before the term was even coined
Terry Francis - Archtecture vol 1+2 from 97/98 ish
