Basically if there is a gathering of under 100 people playing music that isn't above a certain volume(can't remember exactly what the level is) then the Police do not have any rights. There was an incident about 3 weeks ago (in the UK) when 50 or so people invaded a run down farmhouse (on some guys land), the Police attended, but couldn't do anything as there were about 50 people and the music was at a reasonable level. The party went on and as you can imagine the guy who owned the land was furious.
